This is Secret and refers to your despatch

of 21st October Confidential regarding Canton Hankow Railway. It had been the intention to explain to you the position of the China Consortium in relation to the use of Boxer Indemnity Funds. Reconsideration has however been given to H.M. Government's Policy regarding these funds in connexion with Consortium rights and I am unable at present to notify you of any decision come

to in the matter.
